Weather Advisory 3(last): Tropical Cyclone 02A (NANAUK) in Arabian Sea

The Tropical Cyclone 02A (Nanauk) has weakened into a well marked Low Pressure Area (LPA) in the central Arabian Sea during last 24 hours. This well marked LPA has moved northeastwards with a gradual decreasing trend during last 06 hours and now located at Lat. 21.2°N and Long. 64.0 about 530 kms in southwest of Karachi. There is high probability of its dissipation over the water of north Arabian Sea in next 2-3 days. Under the influence of this well marked LPA some isolated rain/thundershowers are expected in lower Sindh during next 2-3 days. The fishermen of Sindh and Balochistan may resume their activities from today.

Preliminary Outlook for Monsoon 2014

Pakistan Summer Monsoon Season spans over July to September. As a routine practice, Pakistan Meteorological Department (PMD) issues the Monsoon Outlook around mid June incorporating the dynamics of local, regional and global meteorological parameters up to the end of May each year. However, South Asian Climate Outlook Forum (SASCOF-5) designated by World Meteorological Organization (WMO) has already issued Consensus Statement. Outlook made by this forum and preliminary outlook of PMD are presented below: South Asian Climate Outlook Forum (SASCOF-5) The outlook suggests that below normal to normal rainfall is most likely over South Asia as a whole. Below normal rainfall is likely over broad areas of western, Central and Southern parts of the South Asia and some areas in the northeastern-most parts of the region. Normal rainfall is likely over broad areas of northwestern and eastern parts and some island areas in the southern most part of the region. It is noteworthy that no part of the South Asia is likely to receive above normal rainfall. Preliminary Monsoon Outlook by PMD The emerging climatic features linked to El-Nino development have fairly large potential to suppress Pakistan Summer Monsoon 2014. According to the preliminary estimates of PMD, the amount of rainfall from July to September may be moderately below normal in Sindh, Balochistan and Southern Punjab while nearly normal rainfall is expected in North Punjab, KP, GB and Kashmir.

District Disaster Management Authority (DDMA)

District Disaster Management Authorities has been established by the provincial government in all Districts of Balochistan. The District Authority comprises of the Deputy Commissioner (DC), Police or levies and all line departments. The DDMA will:

  1. Formulate district disaster risk management plan, based upon local risk assessment, and coordinate its implementation,
  2. Review development plans of government departments and provide guidance on mainstreaming disaster risk reduction measures in these plans,
  3. Continuously monitor hazards, risks and vulnerable conditions within the district, municipality, or cantonment,
  4. Prepare guidelines and standards for local stakeholders on disaster risk reduction,
  5. Conduct education, training and public awareness programmes for local officials, stakeholders and communities,
  6. Encourage involvement of community groups in disaster risk reduction and response by providing them necessary financial and technical assistance for implementing community level initiatives,

District Emergency Control Rooms

The District Disaster Management Authority DDMA forms the focal point for all Disaster related activities in the district. With the activation of the PEOC, the emergency mode of the DEOC will also be activated. During normal times, as with the PEOC in PDMA HQ, the DEOC will be on the Monitoring level. As the DEOC falls under the DC’s Office, all activities with be executed with/through the DC. FUNCTIONS
